Before proceeding with any EnRep Core or shared W/U tenant/core work, read:

This is the authoritative project memory, relocated on 22 September 2026. Do not read the retired `U:\CODEX_MEMORY.md` or `U:\CODEX\_MEMORY.md` as project guidance. If the authoritative file cannot be accessed, report that problem rather than silently using an old copy.

Follow its backup, changelog and verification rules. Module-specific guidance supplements this core memory where applicable.
